i think that you are missing the fact that white needs one move to win the game. The white's rook has nothing to do with the win.

no it wouldn't because then the black rook keeps on checking the king after pawn promotion
b/c it would allow for white to win with a pawn promotion
when ...Rg3+, Ke2, why doesn't black take the rook?
