          @Ratatouie, the "<" operator symbol means "less than".

          So to answer your question about what to do if you're below 1399 (<1399),

          you simply do the plan that is titled:

          Plans for Beginning Players (Ratings < 1399)

          The word eigenartig tranlates to strange/peculiar, at least according to Google translate. So according to Hayes1068, american people are peculiar. :D I really want to befriend a German in my life. They sound awesome people hahah.
