Puzzle

One of my favorite puzzles.

The question is whether this position can be arrived at by legal chess moves.

Have a think.

    nooooooooooooooo!

to move queen from its place c pawn has to b moved, that means horse can only go to a3, ok now queen need to reach a1 by going to b1 that means horse to move to a3 first then to come back to its original square from same square but rook cant move to a2 unless "a" pawn has moved, if a- pawn is moved then horse cant come back to its original square hence its not possible only, ok?
