I have no clue what a timeout rotio is

Look in your Stats area. You will see you currently have a timeout ratio of 13 timeouts divided by 35 rated games finished = 37%.

You will have to complete 95 more games without timing out again.

13 timeouts / 130 complete rated games = 10%

Possibly 131 completed games to be less than 10%.

For member-created tournaments the default 10% can be changed but this is not currently in the tournament details. To save you the frustration, you can request in the wishlist, tournaments details show the timeout % limit

Note with your timeout ratio you cannot create your own tournament.
