    Djbogosi,

    the file is a text file, so it can be opened by any program that reads a text file (you can rename it *.txt if you wish).  Notepad and wordpad opens it.  But you want a program that reads pgn.  Get SCID or CBLight (free) or dozens of others that read pgn.
