I don't see the point in that
it prepares b4,which is possible after almost every black move
also,normally,white will play d4 to trade of the c5 pawn,right?but the center pawn is so good,so whats bad about playing a3!?

This is of course entirely true, but by itself it's also no help at all when you need to face 2.a3 over the board. Sure, black's chances are better, but suddenly he has to figure out what white's plans are and how best to fight them - and if he fails, he'll still be worse, as always.
2. a3 is an interesting anti-Sicilian. It transposes to the Sicilian: Wing Gambit after 3. b4!? and White does not recapture following 3...cxb4.
yes,an interesting point,but there is something that the wing gambit does not do for white,he has the rook lifts Ra3(to Rg3 where black will probally lose from the attack,here is a line in where white plays Ra3!
PS:Ra4 is also good

I don't believe this is very good because after 1)e4 1) c5 2) a3 2) Nf6 3)b4 3)cxb4 4)axb4 5)nxb4 6)Ra4 black should defend the Knight with 7) e5 (Bishop on f8) and then after 8)c3, black moves back to c6. If after e5 White plays Bishop a3, white simply defends with a5. Though this position is very odd, it is certainly playable for black.
Thats if white plays Ra4
