Is it possible to play the bishop to c4 in all the Sicilian positions including ones where Black plays e6 without d6 like the Kan?

Which variation are you talking about? English attack? Sozin? Maybe 1.e4 2.Nf3 and Bc4?

Since I like to play Bc4 against d6 sicilians I thought I could play it against all of them. Sometimes they will play e6 and d6 later on when I would prefer the bishop to be on c4.

I basically just want to be able to sac on e6 and d5 a lot. I only castle kingside against the sicilian so I only need to worry about pawn structure and things like that.

I also like to play Bc4 against ....d6 Sicilians, but I think it is a bad move against 2...e6.  When I play Bc4, I generally intend to play a restrained center with the d-pawn on d3.  I play Bc4 to get the bishop outside the pawn chain, and it often ends up on c2 to support the center.  This is basically a reversed English opening with a move in hand.

    6. Bc4 also has problems against the Scheveningen. Black can forego a6 and instead move Na6-c5 (since Nbd7-c5 has the problem of the sacrifice). Now it should be hitting the Bb3 and e4.

There's nothing funnier though and having more satisfaction for me (apart from a devastating attack maybe) than when a really strong player makes an unsound sacrifice and pays for it because of your strong accurate play.
