Games Explorer has this variant listed as B12 but Wikipedia has it as B10. Which is correct?

It is B11.

B10 is 1. e4 c6 without 2. d4 or 2. Nc3.

B11 is 2. Nc3.

B12 is the beginning of 2. d4.

Unless of course it really is "White to move" like the diagram says :-).
