    I would like to know if there is any way that ECO is cross referenced to routine English speaking players? ie.Queens Gambit Declined = what ECO nomenclature?

    Chessbase includes the name of each variation as you move through the tree, but not in overview.  Each ECO volume has the position tree up front, though, showing which moves come under each broad class (D3, D8, etc) and then at the beginning of each of those classes a similar two-page position tree of the specific classes (D30-D39). 

    Once you learn it - and I wouldn't make a project to do that, just over time look up your openings and you will gradually learn what the various numbers apply to - it becomes very easy to navigate.  Of course, few will be able to learn the entire key, but you know about where everything is.
