Odd opening move

I heard somewhere around the traps that a legal (though hardly desirable) opening move for (either white or black?) is to move both rook pawns out two spaces. Is this in fact true? And what's it called?

Are there any other bizarre exceptions to the rule about which I don't know?

No it's not true. The only time you can move more than one piece is when castling.
