1...e6 would have been the French defence if white had opened 1.e4. Take a look at this link: http://www.eudesign.com/chessops/reaf-03a.htm

I think that you are focusing too much on the fianchetto and not enough on developing your pieces.

He has three pieces out in the middle and total control of the centre while you are still trying to get your queenside pieces out.

Grayhound: I disagree. The Reti opening, which he played, is hypermodern and predicated on letting the oppont build up early control of the centre specifically to undermine it later. I can see some vague sequence like Nbd2, Re1, e4 providing a way to do that.

Perhaps play 3.g3 instead of 3.cxd5, and continue development(Bg2, e3, etc.)while retaining the option of capturing on d5.

6. d4 instead of 6. d3 and you'll have an easier time. With 6. d4 it becomes a "tarrasch defense" (1.d4 d5 2. c4 e6 3. Nf3 c5 4. cxd5 exd5 5. g3 Nc6 6. Bg2 Nf6 7. 0-0 Bd6) with black playing Bd6 is played instead of the usually Be7.

Your plan in the tarrasch defense is to take to advantage of the pawn weakness that results on d5 (isolated pawn), or on d5 and c5 (hanging pawns) which results from the move "d4". To add, Bd6 is slight inaccurate because white can play Bg5 (attacking a defender of d5) at some point with good play.

With 6. d3 on the other hand you won't have any of these pluses and your best bet is something along the lines of <absurd>'s plan, which however, should only reach equality as black has no problems in the center or completing his development.

<Grayhound> you do realize that they're equal in development? It is white's move after-all. Moving on, its never good to develop pieces on a whim (which you recommended). You should always make sure your pieces serve a purpose ("control the center" is merely a rule of thumb and should not be taken to heart), and the bishop fianchetto serves an ideal purpose if, going back to my previous suggestion, d4 was played as it would eye the soon weak d5 pawn.

what do you want to do? if you want to get some space in your back row for the rooks to rule, then Nc3 and Bg5 and Qb3 might be good. Qa4 would get pushed around by the bishop on c8.

Re1 may be a good move too if you are looking towards opening the center.  black kingside castle is coming soon if not next, so i wouldn't give too much consideration to the x-ray power of the Rook here on the enemy king.

i don't think you'll have enough time to get cute with a second fianchettoed bishop on b2.

However, take a look at the link I posted in post #2 - it may give you some ideas on how to proceed from white's third move onward.
