That's a standard setup in the Bird's opening, not the Sicilian.

what the?!!! this isn't an opening as black hasn't moved, even more, this isn't remotly close to the sicilian opening. i can see how you got confused but i'll clear a few things.

notice that the positions above and below are almost symmetrical, but the king and queen are reversed.
