    I'd play:
    3. f3
    Then if 3. ... Bf5 then 4. d3, else 4. e4

    But that's just me.

h3 and g4, or else Nf3 and then possibly h3 and g4 later

    Isn't this Larsen's Opening?

Nf3. If Bxf3 then exf3. Otherwise, you can just follow up with e3 - Be2.

Probably Nf3.  But g3 looks playable, too.

black doesnt have to play e5 he can play nf6 and then e6 c6 Bd6 and 0-0 white certainly has no advantage and black might even be slightly better.

It seems to me the idea of Bg4 is to provoke White into creating weaknesses and as such Nf3 and h3-g4 are just playing into Blacks hands. I'd just "ignore" the bishop...develop with g3, Bg2, Nf3 and O-O

White can play 7. c4 (or play d3 and Nd2 aiming to push e4) and he doesn't look so passive to me

In any case, White doesn't expect much of an advantage when he plays 1.b3. The aim is to get to a middlegame playable for both sides in which the stronger player will win. There's still a whole lot of chess to be played in that position

please say what move you would play as white here and what you think of Bg4.

I'd set up the King's Indian Attack with g3. The bishop isn't a threat at this point. If it becomes a threat then there's always the queenside castle to escape to.

    Interesting opening, I like it.

That bishop just looks over extended to me. I don't like it as black.
