1.a3 is not bad at all, IMO. Probably the best reply for Black is 1...g6, when 1.a3 comes out being of no use in virtually any reply, but 1...e5/1...d5/1...c5 which are likely to be encountered do not challenge the move.

1.f3 has to be the worst first move, but 1.g4, 1.a4 and 1.Nh3 are also silly enough.

1. f3 is the improved Grob. The point is that no matter what black does 2. g4 is comming and is unstoppable.
