with a temporary queen sacrifice white win material.

1.ng6! Qxf5(after 1....Rd7 2. Ne7+ white gains even more) 2. Nxe7+

White sacrifices a knight to win back more material: 1. nxg6+! hxg6 2. Qh4+ Kg8 3. rxe7

 

Also what does the exclamation point mean?

?! is a dubious move

Rarely are sacrifices named, these are not typical enough to deserve a name I guess.
