Not exactly, Its just a "queen's pawn game" since it can become a variety of openings from the position. For example, a Queen's gambit declined can be reached (2...d5 3. c4 e6) but it is neither an Indian game, nor a Torre attack.
Like nimzo33 said, it is a Queen's pawn game, it can transpose into some sort of indian defence, the benoni, queen's gambit declined, hell, even the pirc defence or coll system.
Depends on the player. As a beginner I would recommend you 1.e4 and if black goes with it (or you're black) giuoco piano is easy.
