I have encountered it so many times in a Macedonian Club here in Melbourne way back year 2000.

This is a variation of the Modern Defense, one that's played on occasion by Polish IM Andrzej Maciejewski. Black doesn't do very well with this in master play. I can't find any Black wins at that level.
Mr. Maciejewski is fond of offbeat openings, the idea being to get his opponent onto unfamiliar ground. In his younger days, he was known to start high-level games with both 1 h3 and 1 a3.
