I have a problem. Almost everytime I am about to play against a player 100 point stronger than me he quits (because if he loses his rating goes way down). It's getting quite annoying because I have to keep starting new games and wait for another opponent.

I could limit my "player selection range" for closer values, but I still want to play against stronger player (that's how you learn).

What should I do? Can I report them for this?

100 points isn't that much of a difference...maybe you're just having a string of bad luck.

You might try joining teams and playing in matches, or playing in tournaments. Players in those games are taking it a little more seriously.
