indeed, I think only those who get banned for cheating or grave abuses will get their possibility to participate restricted.
As far as I know, if you repeatedly break fair play rules, what you get is an annoying limitation, that would be you can't play consecutive games but you have to wait some minutes.

Bonfiston, himself cheats in breaking the fair rules policy by pretending to be a worse player than he is. This is very poor sportsmanship and she should know better.
