A lot of people think that if you make mistakes. You lose. Well I made a lot of mistakes in this game. But I didnt lose :)! I AM BLACK!! So you see. Even if you make a ton of mistakes. Just keep playing??

I think most chess players realize that they are patzers, and that most every move they play is a mistake. This becomes very obvious when doing pm analysis. There are plenty of games I have played against weaker opponents where I see mistakes that I have made go unpunished.

The 2nd quote is unfortunately not true though, and gets slightly more irritating every time i see it. More often than not the player making the next to last blunder also makes the last blunder. Maybe it is bad translation or something. Should really be the winner is the next to last one to have made a blunder.

I think the point is that in every chess game, no matter who is playing, both sides make mistakes.
Should really be the winner is the next to last one to have made a blunder.
That's probably the intention of the quote, yes.

instead of 19...Be7 you could have won his knight by playing 19...Bf3 20.g3 Be4

in the hope opponent will make mistakes too.... worse one in your case.
