  Is there a rule here in chess.com that can help those players whose opponents doesn't want to accept a draw offer even when its so obvious because both players doesn't have enough materials.

 Offer the draw again.  Since you have mating material, he'll have to capture your pawn or enter the same position three times befor you can claim the draw.  Refusing the draw offer in his position is just ridiculous and rude.

Both sides can deliver checkmate, given worst play (he will checkmate if you underpromote to bishop and then moves into the following position
