Of course he understands what "liberal" means. It is a generic pejorative used to deride anyone at all that you don't like, as in:
"That horse's arse cut me off in traffic, what a liberal!"
Of course, some purists will argue that this is not in keeping with the previous etymological use of the word, and would debate that the invisible hand of the free market helped that horse's arse cut me off, and he should be rewarded for his aggressiveness and fearless ambition, rather than be restricted by our liberal traffic laws.
