Apparently its a representation of a person's connection to the Chess.com servers.

So what is it useful for? Does it help us to expect when someone is going to loose connectivity? It looks pretty but how does it improve the game?

helps you know how stable your opponent is. some people complain that they think other people are cheating with their clock because they get time back. now they know that it is just lag compensation. also, if someone has a RED bar, you might not want to join their game.
