How do you create a theme?

I was just browsing some of the custom themes and found quite a few nice ones (I just switched to Black Knight Smile).  How do you go about creating these themes?  I didn't see an option to start a theme of my own.

in the dropdown choose "Create A New Theme" :)

Urgh!  The default "browse all themes"  threw me off.  I thought it was just a list of the themes.  Embarassed
