How do you choose who to play using Open Seeks? Recently, my choices have had less to do with the opponent's rating and more about their willingness to play. So I'm taking a good look at someone's timeout % before committing to a game. If the opponent is below 10 % they're someone who apparently wants to play and will probably see the game reach some logical conclusion. More than 10 % but less than 20 % could be okay given other circumstances such as rating strength. Timeouts of 20 % or more is likely a pass on my part no matter what the circumstances.

You'll just have to keep choosing them on rating.  If they have a low rating then that usually means that they have lost quite a few matches on time.
