Speaking as a jerk, it would be probably too tempting to try be the first to be suspended. Sounds like a blast.
too easily to be abused but is an idea though.

err...looking at your profile pic I wouldn't be the one throwing middle school references around.
sounds good in theory, but is nearly impossible to implement in practice. ever hear of gangs? people ganging up on a person? a person could get all their friends to block someone and have their account closed even though they didn't have any interaction whatsoever with the majority of the people that blocked them.
Here's an idea to help with dealing with the extrememly rude in our community. How about if some threshold/limit were established and if any member becomes blocked by more than a certain number then that player's account would be locked for a period of time, sort of like being suspended for school. Then another threshold could be established and if that is reached then the account would be closed.
So, for instance if "RudeboyInUrFace" gets blocked by 25 players, his account would be suspended for 7 days. It would then be reactivated on a "probationary" status. If he gets blocked 10 times in the next, say, 2 months his account would be closed.
Obviously there would be a lot of perfectly good ways of structuring this, I give my thoughts only as an example...
