    Tactics.

Positional chess is useful in setting up imbalances which lead to a situation where tactics can come into play.  What good is learning strategy if you can't make use of tactical sequences when they come up?

You should study both! But as a beginner or intermediate player (anything below expert, really) I would spend more time studying tactics than positional play.

Study tactics until perfection. It is a big shame to see crashed a long strategic play, beacuse you missed a tactical motif.

Opening games are so important in chess games. It would guide you to a positional advantageous at the middle game and the rest is basic

Learn the basics of positional play to give you an idea on what to do.  To avoid getting blown out in the opening/losing a won endgame, study beginning opening and endgame theory.  That said, as a beginner, tactics are the way to go.  Studying tactics (and playing games) will improve your game drastically.

Check out Seirawan's Play Winning Chess series of books, the ones on tactics and strategy are very good. Can't remember who wrote it but there's a couple of good books on basic opening repertoire called "Starting out..." there's one on e4 and one on d4. Also I'd advise getting a big book of tactical puzzles, or a program like CT-Art to practice tactics on.
