Th1 was to passive, maybe Rc4! after d7 R8c2. But with short time is allways difficult to find strong moves. Rook endings are very complicated.

...well, I can tell you that Gelfand has answered all his critics who saw him as just a meal for Anand (what is that "jesterville" guy saying now). He is the real deal...and Anand knows it...
Yes Anand was right Rc4 wins, with the idea after Rb2+ Kc1 Rxa2 Rc8 Rf2 Te6+ Kh5 16 g4!+ fxg4 Rc5+ and white queens with check on d8!
