This game was declared white win when I run out of time. Isn't this a draw since white does not have enouth peaces to checkmate.

white can checkmate but black would have to be very bad and blunder almost on purpose

No, there is a position with those pieces on the board where it is possible for white to checkmate, obviously unlikely unless you blunder into it but possible nonetheless.  You were just very unlucky!

This should be a draw since white does not have enough material to mate although black ran out of time.

In situations with queen and king you must stay close to your knight and you should get a draw. The above position should be a win for black. I've been done on time myself in good positions or with people pushing pawns when ahead of time. You just have to swallow it and move on my serb friend.
