because if black queen did that, white rook would have instantly checkmated by capturing black rook.  White pawn prevents black king from escaping if white rook captures black rook.

I had a hard time with the first move for some reason, but after that things fell into place.

because white would follow with rxf8, which would be checkmate. it is very tempting to take the free queen...but it's bait for a much bigger move...mate
