white still have legal moves there, to move its queen anywhere on a board???
blacks queen is pinned, therefor can she not move otherwise then capturing the white queen.
1. Kh1 Kh4 2. Qg2: and white wins.
1. Kh1 Qf2: stalemate.
1. Kh1 h2 2. Qh2:+ Qh2:+ 3. Kh2: and black can not promote his last pawn.
So, after Kh1 black can lose and white has a draw.
