It is a stalemate only if Black Queen strikes the White Queen. What if Black decides to move its King instead? This is a bad puzzle.
@JohnVishGaN If black moves king, white takes black's queen for free. White would be winning a queen vs a rook.

easy but nice. If queen does not capture the queen it would be an easy win for white. After the king move, white captures black queen
