Took me a second too. After Qb4+ black can't capture with Qxb4 because that allows white to promote d7 to a Queen and mate (because of the Bishop on g2). Kg8 is black's only move.

In that case Black gets mated in two moves instead of three:

1.Qb4+ Qxb4 2.d8=Q#

Even if the result remains the same, the variation that delays checkmate the longest counts as the objectively best defense.

this is why black Queen can not take Qb4+
