I don't see anything wrong with 1. Bc2 Black can't take because Rh3#. Mate is unavoidable.

These puzzles are getting harder. But still not too hard. 

why not bishop to c2 then one of the rooks to h3 or h7?

The one in the puzzle is the 'better' move because it claims material though. I know both moves are equal because they're both Mate, but you know what I mean.
