also the rook can check mate on last move
3. Bf3 isn't a legal move. Bany isn't a legal move.
I think 4. Rf4 can do as same mate as 4. Qg6#

I was looking at this and it didn't seem right. The logical continuation of this seems to put white behind on material.

Not true, the Queen on h2 covers f4 :)
Couldn't the puzzle also end with 3. Bf3+ Rg44. Qg4#
