mmmm... I'm not sure this problem is sound. If instead of 2...Rh8 Black plays Bf7 blocking the 7th rank and preventing the immediate 3.a7. White plays 2. Rxf7 when Black has 2... Rd2+ followed by Ra2 (covering the a7 square from behind). I'm not sure White can make progress from this position. Blocking the line of the Black Rook with 3.Na4 allows Black king to A8. This problem is way more complex than the 'solution' suggests.

Bb7 also loses. All White has to do after 1. a6 Bb7 is to play the simple Rxb7#.

Black's king is stalemated, so any (reasonable) check will also be mate. Further it can be noted that black has no immediate threats or checking possibilities. He also has a pawn move left to do before stalemate ideas can surface.

The obvious check to try for is a7#, thus 1.a6 looks promising. The only way to prevent this threat is by covering the seventh rank. 1.a6 Bb7 2.Rxb7# is obviously bad, so lets look at 1...Bf7 2.Rxf7 (threatening 3.a7# mate 3.Rb7#) Rd2+ 3.Kg1 Rd1+ 4.Kf2 Rd2+ 5.Ke1 and there are no more checks. Noter that if not for the extra pawn move black has, this rook would have been a 'desperado' - taking it would have been stalemate! Now, on the other hand, it is impossible to stave off mate any longer. 1-0
