black isn't being forced not to promote the pawn on either of the three moves before the mate, producing a check to move the king away. I'm missing something major here...

Look for an alternative on your third move. It's quite simple.
Black made the error of not moving bishop to h3.
present it. im not seeing it
Then white just takes the bishop on h3, mate.

Why not 2. Bf1...to delay the mate
if 2. ... Bf1 is played, white will respond with Rc5 followed by Rh5# regardless of what black plays.
1. Ra3 Bf1
2. Rf3 Bg2
3. Rf5 B any
