     I don't understand it--what use is it promoting to rook instead of queen?

    Why not after you sac your rook first move take knight and sac queen then move rook too h5. White king would have to move back to g8 then move bishop to h7.

     Can't the king just move back to h8 once the bishop is blocking the h file?

    My first thought was similar to yours.
