Does anyone know if a rook and bishop vs a rook is a draw?

If there aren't any pawns and with strong play from both sides, I think it is a draw. Keeping your king and rook on opposite colors from the bishop as much as possible. I can't be sure because I don't recall ever playing it.

If you have an example it would be easier to see if there is anything possible.

It's not a draw, but it's very tricky to convert it to a win. This might be helpfull:
