google gives me nothing for this and translates it as "Eat slowly, one who did not get stuck his neck bones," which doesn't help much.

The short, short, short version:
Nietzsche is talking about his distinction between "master" and "slave" moralities (by "morality" he really means a particular culture's system of ethics). "Master moralities" are ones where consequences determine the morality of an action, while "slave moralities" are ones where intentions determine the morality. Master moralities affirm such virtues as nobility and strength; slave moralities, empathy and kindness.
Here he is explaining that master moralities are self-affirming, which should seem pretty evident, but that slave moralities do the opposite: Rather than affirming their own strength, they denounce others. They do not build themselves up, but instead distinguish themselves by saying, "We are not this or this or this." Hence, their "creative deed" is to say No to everything different.

the problem is some people enjoy mocking and being mocked. threestars never seemed to be upset by the alleged bullying, and i seem to remember quite a few smileys coming with his posts. that would seem to indicate that he took it to be good natured fun as well. perhaps bullying is in the eye of the beholder and any offense should be mentioned by the one who was the target.
The exchanges between tonydai and threestars from post #2 thru post #16 exemplies the kind of "cool" fun tonydai likes to do - leading threestars on and on, with threestars not knowing that tonydai is actually mocking and joking.
Dude, the next thing you know yeres is going to be complaining about Updog and such.

Actually due to confusion in this massive posting whirlwind, tonydal got it wrong. My translation was of the Chinese phrase yeres30 put up earlier, "慢慢地吃一个谁没有得到他的脖子骨头卡住." I still don't know what it means. (It was originally "善有善报，恶有恶报" at the time I quoted it, which meant simply "What goes around comes around," with an added comma for some reason.)
