White is one move away from queening, but his way is blocked by the black rook. Additionally, the black rook can sacrifice itself for the pawn after it promotes and to allow the king to get the pawn on h2. So, is this drawn, won, or...what?

White is winning. There are other ways to win. But White can win like this.
I input that position in an endgame database, and the computer says it's drawn.

Yep, naruto's endgame is drawn.
I think the original position is a win for White though: 1 Ke5 Re8+ 2 Kf4 Rf8+ 3 Ke3 Re8+ 4 Kf2. Now if 4... Kxh2 5 a8/Q Rxa8 6 Rxa8 g3+ 7 Kf3 g2 8 Rh8+ Kg1 9 Rg8 Kh1 10 Kf2. And if 4... Rf8+ 5 Kg1 Ra8 6 Ra3+ Kh4 7 Kg2; White walks his king up to g3, checks with the rook and picks the other pawn off. Also 4... Ra8 5 Kg1 (5... g3 6 Ra3).
