Wouldn't it be simpler to just give the queen back for the R and B on f2, giving you a won endgame?

 Maybe, but i think that the Queen can take some pawns without many problems.

4.Qxf2 is best -- by getting all the pieces off the board White prevents Black from complicating the game. The passed pawns on the kingside are self-supporting (they can advance without the help of the king, since if one is attacked, it or the other can push forward), so if necessary the White king can travel to the queenside to prevent Black from gaining a passed pawn. Good technique includes minimizing counterplay.
