White has a passed pawn nearing the back row. Black has 2 passed pawns, but neither have made any headway. With 2 rooks each, who is winning? (White to move)

I believe it's draw, white pawn is easily stopped by Re8

No... unfortunately, white can put a rook on f8 eventually, which makes Re8 pointless.

If Black attacks the e pawn with both rooks, White can't achieve this.

The most likely outcome is the swap of the e pawn for the a pawn, giving a completely drawn rook ending. For example:

Black is winning due to the extra material but most likely can't convert the position to a won game because both his pawns are rook pawns, so very likely it'll be a king and pawn against king draw or a rook and pawn against rook draw.
