I would be curious to know if the proclamation was good for that year only(which seems most likely) or actually continues to be in effect (unlikely).  There are so many thousands of special interest groups whoring for their national day of whatever with their congressman or senator that it seems unlikely that it is a permanent National Chess Day.?  Would welcome a citation that clarifies this point.  Seems that some chess sites recognize the day, but overall, if it is still a National Chess Day, the chess community does not do a very good job at all of building on it.

I don't know if the president declares these oddball national days, or, more likely, if they are congressional proclamations that the president signs.?

I think there is a "day" for just about everything on the planet.  The trick is whether or not it gets any attention.
