Should be a black win, I think? White has only two legal moves: pawn takes knight or pawn advance. If White's pawn takes the knight then Black plays a waiting move, after which White's only legal move is to promote the pawn and Black can exchange off his bishop for it, after which White has no stalemate chances. If White's pawn moves forward then I think it can be promoted, but Black still has a massive material advantage even if it promotes to a queen.
EDIT: Ninja'd. I think SerbianChessStar has it right...it forces a draw immediately.

It is not cheating because you just said to find the answer if it is a win or a draw but you didn't tell us where to find the answer so it is not cheating.

After 1.c7 Black shouldn't take the pawn since then it's stalemate. He must allow the pawn to promote. 1...h1=Q is the toughest variation (other variations simply allow 2.c8=Q) intending to meet 2.c8=Q with 2...Qh8! trading queens. Therefore White can't promote to a rook or queen and must settle for a minor piece and play 2.c8=B! (threatening 3.Bxb7#!) Nfd6 3.Bxb7+ Nxb7 stalemate.

well, if c8=Q, h1=Q, then just Qxb7#, so the pawn is a must take, then that is a absolutely a draw (stalemate).
then you can't do h1=Q, because that will be a checkmate for white, 2nd way to do Nd6, and Black might win so white need to sacrifice his queen to make a stalemate, and the move is Qxb7 and the only move here for black is Nxb7 and that is a stalemate, so this is a absolute draw!

FIrst, the heading should be changed. When white to move, it should be "Can white draw the game". The question "win or Draw" refers to whether white can win or should compromise for draw. I started looking as if black to move, thanks to the misleading heading.
