It's a draw, unless the board has been flipped in which case white wins.

I have seen this puzzle before...Swap the black and white pawn around and also the black king and the white kings around.  White is going up the board.  White to move. Who wins??  It is harder than it looks!

Yeah, it's very hard puzzle of R. Reti, what always impress you when you see the solution, because it seems impossible to make draw here! But if you think for some time you will do this.

If the board is flipped then if its white to move white should win with 1.h5

 

If its black to move then black can draw with 1... Kf7 if 2. Kb3 then 2.. Kg6 do the trick if white takes the black pawn then the black kings goes to f5 and will take the pawn in the very next move. If, instead white move his pawn to h5 then white move his king to e5 keeping an eye on both pawns.

white after a killer move - h5 to e8

 

black - after another killer move - c6 to c1
