Could i have won this position instead of offering a draw?

No, in fact you risk losing if you try to win,  eg

30. Qc5+ Ka8 31. Qe7 Qh3+ 32. Kg1 Ng4 and now to avoid 33. Re2 Qf1# you have to give perp. check by 33. Qd8+ Ka7 34. Nb5+ axb5 36. Qa5+ Kb8 37. Qd8+ Ka7 anyway.

hmm i was wondering if the black king could escape checks via d7, and then Qd1 looks nasty. 

 

I'd have played on with black, as i dont see a win for white.

i dont see how black can avoid perp. check either. Or rather, I see how black can't. dead draw.

he can avoid perp. check by losing his castle, i would have jumped at that castle.

did i miss any good moves in the middle game, thats my question. i felt like i could have played better, i ahd made some bad positional moves.

at what point? the pos you have posted (30. Qc5+) black's castle is not on the scene to give away :)

no i meant anything between move 2. - 20.

 earlier in the game maybe i missed something?

i dont like draws. i'd rather lose a good game

You could have won at 29 by taking the checking Knight with your rook.

that's right, 29. Kg2??? (29. Rxf2 1-0). How one side hangs a piece and another doesnt see it even after the game is over - at 3 days/move! - beats me.

It looks like Black could've gotten very good chances with 28... Qd1+.  On 29 Kg2 Qd2+ (stronger than 29... Ne1+ 30 Rxe1 Qxd6 31 Rxf8 Qxf8 32 Nc2/b1) 30 Kh3 Nf2+ 31 Rxf2 Qxd6 32 Rxf8 Qxf8 and Black either picks off the knight (33 Nc2 Qf5+) or the rook (34 b4 Qh6+).  An awesome display of the power of a queen on an open board, by the way!

 

You did have a couple possibilities on move 30 that I think look promising for you.  One is 30 b4.  The mating threat of 31 Nb5+ seems rather difficult to counter.  The best for Black might be the rather whimsical resource 30... Qh3+ 31 Kg1 Qf1+ 32 Kxf1 Ne4+.  Then you can take your choice of endgames:  either leaving rooks on with 33 Ke2, or forcing them off with 33 Rf3 Rxf3+ 34 Ke2 Rf2+ 35 Ke3 Nxd6 36 Kxf2.  Either way you have an advantageous endgame.

 

Another, more radical possibility is 30 Nb5+ ab 31 b4.  It looks though like Black will probably be able to defend that with 31... Nd3.

I'm not quite sure that 29 Rxf2 Rxf2 is so simple.  White probably is better, but Black still has some chances after either 30 Kg1 Rxa2 or 30 Qxe6 Rf1+ 31 Kg2 Qd1.  At any event, a very interesting (and good) game, despite the drawn result.  I wouldn't disparage draws so much--some of the most wild, entertaining, exciting (and best!) games have ended peacefully, if that's the word (check out game 4 of the 1990 K vs K match, for example); sometimes it seems more like both players were just too exhausted to throw any more punches .
