I've been watching videos of various games analyzed and folks use some programs that allow them, during explanation, to show where pieces could have been moved or threats - usually with an arrow or similar.

What programs allow that?

I think Fritz does that but I haven't used it in quite a while.

Chessbase is my personal favorite for multimedia annotations. I have a friend who makes YouTube videos on chess (GreenCastle / Matt Pullin) using the chessbase interface and swears by it.
