    How could White have won at move 13?

    22...f5, locking in the bishop, was a major error. After that, I don't think there's a chance to hold the game. In endgames, piece activity is paramount. White could have restricted your bishop with 22.f5! and you should have played 22...Be4 indeed.

    Afterwards, your opponent played the endgame well and for you, 'in a bad position usually all moves are bad', as Anand recently said.
