i ended up a pawn up in this endgame. im not sure if i could of won it because his rook was blocking my extra pawn and my extra pawn and king were forced on the same rank.

White should have pressed for a win even if the likely outcome is a draw.
Why agree to a draw in this position?

well, ghostofmaroczy, what are the moves that would win? since you ask: why agree to a draw?. Most players aren't into beating their heads on a wall, when the position is a theoretical draw and the moves to get there are fairly obvious.
Fritz shows it as a draw, although white is a full pawn ahead, forcefully making any progress isn't possible, is it?
